In accordance with XIX session of the Consultative Council the Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon initiated extension of VAT simplified period. (i.e. to establish a 5% value added tax for private entrepreneurs in education sector)

This point was reviewed and approved by the Parliament of the Republic of Tajikistan on June 28, 2019.

At the same time:

The VAT rate for catering and construction companies will be set to 7%.

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon signed the Law of the Republic of Tajikistan “On craftsmanship” on June 20, 2019.

The development of the Law was initiated according to the protocol of the XVII session of the Consultative Council for Improvement of the Investment Council under the President of the Republic of Tajikistan on January 30, 2017.

A meeting of the focus group on getting access to credits of the Interagency Taskforce on improvement of the country position in the Doing Business report has been conducted on April 29, 2019 at the Secretariat of the Consultative Council under the President of the Republic of Tajikistan on Improvement of Investment Climate.

Members of the focus group including relevant public bodies, business associations and credit unions representatives of the country have been participated in the meeting.

Participants have discussed issues of the legal framework of credit unions regulation, including registration, taxation, their features and difference from banking institutions, simplification of regulation by amending the legislation, procedures of reporting to the NBT, exemption from taxes to ensure attraction of their funds to the banking system as well as providing support by development partners in the early stages of starting their activity.

As it has been noted by the senior economic consultant of the Secretariat of the Consultative Council under the President of the Republic of Tajikistan on Improvement of Investment Climate, Manuchehra Madjonova, legalization of the credit unions activity can significantly improve the country position in the Doing Business report on getting credits indicator through the widening the population coverage with credit history form credit unions.

According to the Doing Business report ranking despite of operating the two credit history bureaus in the country since 2013 coverage of population with credit histories is 44,9% of adults in compare with 42,8% in the region and 63,7% coverage in OECD countries.

Thus arrangement of the exchange of information among the credit unions and credit history bureaus will ensure enhancing the coverage of the population with credit histories, consequent decrease in banking system risks and credits percent rates significantly as well as improvement of the country position in international ranking.

At the end of the event results of discussion have been summarized and relevant decisions have been made by participants.

Assistant of the President on economic issues, leadership of the ministries and agencies have participated in the meeting and discussed issues of improvement of Tajikistan in ranking of the “Doing Business” report of the World Bank Group.

The meeting has been started by the First Deputy Prime Minister, esteemed Davlatali Said who noted about instruction of the President of the Republic of Tajikistan, Leader of the Nation, esteemed Emomali Rahmon in the 19th IC Session in regard with conducting meetings and undertaking necessary measures to resolve current issues, existing barriers and challenges of domestic and foreign businesses and investors as well as discussion of the state of Investment Council decisions’ implementation.

After adopting the agenda of the meeting and defining the regulation of its work First Deputy Prime Minister has reminded the specific attention paid by the President of the Republic of Tajikistan, Leader of the Nation, esteemed Emomali Rahmon to the issues of improvement of Tajikistan position in international ranking, particularly in the ranking of the “Doing Business” report. Therefore in the 19th Investment Council session he has emphasized that it is necessary to ensure actual estimation of the country ranking indicators and elimination of the subjective factors in this process.

it has been underlined that in the ranking of the “Doing Business” report issues of increasing the transparence and simplification of procedures on business registration, dealing with permits for construction, getting electricity, taxation, property registration, protecting investors, getting credits, trading across borders, enforcing contracts and resolving insolvency are very important. Thus leadership of ministries and agencies should works on these directions with high responsibility.

Then chairman of the meeting has expressed his concern about deterioration of the country position in compare with neighboring countries on some indicators and stressed that term of sever regional competition requires responsible ministries and agencies to enhance comprehensive reforms on improvement of investment and business climate including improvement of the mentioned indicators.

In regard with the first issue Chairman of the State Committee on Investment and State Property Management – Hamralizoda Farrukh delivered a speech. Hamralizoda Farrukh in his presentations suggested a range of comprehensive measures relating the further directions of reforms on improvement of country position in the ranking of the “Doing Business” report, which is the base for other rankings of international organizations.

Particularly it has been noted that to implement further reforms on simplification of state regulation of business, improvement of investment and business climate within the activity of Interagency Taskforce on improvement of country position in the international rankings draft Action Plan of the Government on improvement of the country indicators in the “Doing Business” report for 2019-2022 has been developed and submitted for the Government consideration according to the defined procedure on December 10, 2019.

Adoption and timely implementation of the reforms within the Action Plan will contribute in modernization of government services to businesses through the introduction of ICT, improvement the quality and widening the range of the services as well as will result in more improvement of investment climate in Tajikistan attracting domestic and foreign investment to national economy, creation of new jobs and increasing the well-being of people.

Also it has been informed that visit of World Bank collecting data mission is expected on April 22-26, 2019 to get acquainted with reform achievements of the country. Therefore responsible ministries and agencies should be highly prepared for the meeting and presentation of reforms achievements to them.

Reports of ministries of justice, finance, economic development and trade, energy and water resources, state committees on land management and geodesy, tax committee, architecture and construction, customs services, agency on social insurance and pensions and other authorities on current state of the reform and constraints in this area have been heard.

At the completion of the meeting, the First Deputy Prime Minister gave relevant instructions to the responsible ministries and agencies on elimination of existing shortcomings, enhancing reforms and arrangement of explanatory works with private sector on the process and achievements of reforms in the country.

DUSHANBE, February 20, 2019 – The 19-th Session of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan was held under the chairmanship of the President of the country, Chairman of the Consultative Council on Improvement of Investment Climate, His Excellency Emomali Rahmon.

Leader of the Nation, Esteemed Emomali Rahmon raised issues related to the implementation of measures for large-scale use of energy capacity in various sectors of the economy jointly with trade partners and countries of the region, improving the country's position in the Doing Business report, developing regulatory documents on estimation of effectiveness of existing investment incentives, strengthening the process of introducing advanced information technologies into the activities of state bodies, improving the state business regulation and other issues.

In regard with the first issue report of Farrukh Hamralizoda - the Council’s Executive Secretary and Chairman of the State Committee on Investment and State Property Management of the Republic of Tajikistan was heard on the results of monitoring of implementation of decisions of 18-th Consultative Council’s sessions.

Particularly it has been informed on introduction of electronic civil registration and digitalization of the database, development and submission of the draft Government Action Plan on Improvement of the country's position in the ranking of the Doing Business report in a new edition, introduction of online state registration of legal entities and individual entrepreneurs, payment of state duty for state registration and taxes with the use of a national card, VISA and MASTERCARD, launching the electronic system of the Unified State Collateral Register for registering pledges of movable property and adopting a package of laws within secured transaction system reform, introducing amendments and modifications to the Tax Code and Customs Code envisaging in total 30 incentives to improve investment and business climate.

Concerning to the second issue of the Session Minister of finance of the Republic of Tajikistan – Qahhorzoda Faiziddin delivered speech and presented results of analysis on taxation and customs system and effectiveness of offered intensives.

The third issue of the agenda has been devoted to results of the analyses on improvement of investment and business climate in education and science sectors in regard with which Minister of Education and Science of the Republic of Tajikistan, Nuriddin Said delivered presentation.

On the last issue of the Session agenda the Council’s Executive Secretary - Farrukh Hamralizoda spoke and proposed issues on analyzing the cluster development in agri-industiral sector as well as improvement of investment climate in IT and telecommunications sector for consideration in subsequent sessions of the Council, that have been supported by all participants.

At the completion of the Session, the President of the Republic of Tajikistan delivered final speech and gave relevant instructions to the responsible ministries and agencies on issues considered in the Session.

On January 15, 2019, the President of the Republic of Tajikistan has signed the Decree № 181 "On amendments to the Decree of the President of the Republic of Tajikistan dated January 16, 2018, №990 "On the announcement of a moratorium on all inspections of manufacturing business entities."

According to this decree a moratorium on all forms of inspections of manufacturing business entities until January 1, 2021 is declared. The issues of moratorium will be regulated and implemented in the framework of the Law of the Republic of Tajikistan " On the moratorium of inspections of manufacturing business entities».

It should be noted that the provisions of the law will be applied by all inspection and law enforcement agencies, including the Prosecutor General’s Office, Chamber of Accounts, Agency on State Financial Control and Fight Against Corruption, National Bank, and the tax and customs authorities.

The purpose of the moratorium is the state support of manufacturing business entities, creation of new jobs, strengthening the industrial and export potential of the Republic, reducing inspections and providing a favorable investment and business climate in the country.

It should be reminded that these issues is being implemented within instructions of the President of the Republic of Tajikistan, Leader of Nation, His Exellency, Emomali Rahmon given in the Message of the President of the Republic of Tajikistan to the Parliament of the country “On key directions of internal and foreign policy of the Republic of Tajikistan” dated December 26, 2018.

Today, on October 15, 2018, within the framework of the Fourth Anniversary of "Entrepreneur’s Day", with the direct support of the President of the Republic of Tajikistan, International Entrepreneurship Forum Dushanbe-2018 was held in State Entity “Kokhi Borbad” in Dushanbe, entitled "Development of entrepreneurship and investment, and modern economic processes".

Before the forum an exhibition of products of domestic entrepreneurs was held, where more than 50 local producers showcased their products to the audience.

The forum hosted representatives of the country's legislative bodies, members of the Government of the Republic of Tajikistan, heads of investment project implementation centers, senior representatives of international financial institutions, diplomatic mission representatives, development partners of Tajikistan, Tajik diaspora, representatives from 23 countries, as Germany, France, Great Britain, Czech Republic, Russian Federation, Belarus, China, Korea, Turkey, Saudi Arabia, Egypt, Jordan, India, Sri Lanka, Afganistan, Pakistan, Iran, Kenya, Gambia, Namibia, Uzbekistan, Kazakhstan, Kyrgyzstan and domestic entrepreneurs, and in sum more than 2000 people attended the forum.

The official part of the forum was opened by speech from the President of the Republic of Tajikistan, Emomali Rahmon. Speech of the Head of State was focused on the most important aspects of the country's economy, including the development of entrepreneurship and investment and the modernization of economic processes at the globalization stage, information and innovation technologies, the need for greater joint efforts of the international community for the rational use of opportunities and resources, the role of modern economic processes in increasing the effectiveness by ensuring transparency, quality, and range of goods and services in general, and sustainable development of the national economy.

Mr. Neil McKain, Regional Director for the European Bank for Reconstruction and Development in Central Asia, Ms. Pratibha Mehta UN Resident Coordinator in Tajikistan, Ms. Cassandra Colbert, Regional Director for the International Finance Corporation in Central Asia, Mr. Won Hee Kim, Chairman of Seoul Machinery and Mr. Jean-François Legrain, Vice President of FIVES Group delivered speeches at the opening part of the forum.

It was expressed with confidence that the results of the forum, indicated by the number of agreements, were aimed at strengthening the foundation of mutually beneficial economic and trade relations, ensuring economic growth and improving the well-being of the people of Tajikistan and the region, as well as the strengthening the common will regarding the use of the opportunities for the benefit of all the parties involved.

At the end, the President of the Republic of Tajikistan, Emomali Rahmon, congratulated the entrepreneurs with the Fourth Anniversary of “Entrepreneurs Day”, and wished them fruitful work and success in their business.

Then, the second part of the forum was taken to the “National Library” in six different panels, namely: “Increasing Competitiveness in Business with Modern Technology; "Startup" as a new way of entrepreneurship development among youth”; “The prospects of tourism development in modern conditions and revival of handicrafts”; “Finance and Role of Banking System in Entrepreneurship and Investment Development: Current Situation and Perspectives”; “Innovative entrepreneurship development in industry: perspectives and cooperation opportunities”; “Innovative entrepreneurship development in agriculture: perspectives and cooperation opportunities”; “Investment in innovations for infrastructure development”. In the panels the entrepreneurs and investors exchanged views regarding investment in Tajikistan.

Meetings and discussions of foreign and domestic entrepreneurs and investors in the B2B format, and meetings of management of state ministries and agencies with foreign and domestic entrepreneurs and investors the B2G format took place within the framework of the event.

At the end of the forum, the reports of moderators of panel discussion were heard. First Deputy Prime Minister of the Republic of Tajikistan, Mr. Davlatali Said evaluated the panel sessions, and the forum in general, and the resolution of the forum was adopted.

As a result of the forum, 13 agreements were signed between businesses and investors.

It should be noted that the International Entrepreneurship Forum has been organized annually in Tajikistan, bringing together many investors and businessmen from all over the world, aiming for the development and expansion of economic and trade cooperation, honoring the domestic goods market and attracting foreign investments into the country's economy.

Within the framework of the Fourth Anniversary of "Entrepreneur’s Day", with the support of the President of the Republic of Tajikistan International Entrepreneurship Forum Dushanbe-2018 is envisaged with the title " Development of entrepreneurship and investment, and modern economic processes". The forum will provide a wider range of opportunities for the dialogue between entrepreneurs and investors regarding the innovation entrepreneurship development, improvement of economic reforms and attraction of foreign and domestic investment.

Forum Objectives

- Analysis of the potential of innovative entrepreneurship in the promotion of export potential of the country and the import-substituting policy of the Republic of Tajikistan;

- Finding opportunities to develop modern entrepreneurship and start-ups, evaluation of available foundations;

- Explore new methods of attracting domestic and foreign investments to the national economy;

- Supporting e-commerce as a way to enter global markets;

- Promotion of ways and methods for improving state policy on investment and entrepreneurship with the purpose of industrial and innovative development of the national economy;

- Advantages of modern technologies for improvement of the quality of government services to businesses and investors and to the population as a whole;

- Find ways to modernize the tax, customs, banking and financial systems;

Official opening of the Forum, plenary and sectoral meetings, discussion topics

The Forum will begin with the opening speech of the President of the Republic of Tajikistan.

Directors and representatives of international financial institutions, foreign and domestic investors, diplomatic and consular representatives in Tajikistan, strategic trading partners of the country will be attending the forum.

Opening speeches of high-level guests and investors are expected. After that the Forum will continue in seven separate panels with different discussion topics.

Various aspects of innovative entrepreneurship development, including modernization of public services, improvement of investment and business climate, development of innovative production, strengthening of international cooperation, improving the state support to entrepreneurs will be presented and discussed in the panels.

Form of the event

The 4th International Entrepreneurship Forum Dushanbe-2018, which is dedicated to celebration of "Entrepreneurs’ Day", will be held on October 15, 2018, under the leadership of the President of Republic of Tajikistan.

The President and members of the Government of Tajikistan, high-level delegates of the partner governments, experts, leaders and representatives of influential global and regional companies, representatives of International Financial Institutions in Tajikistan, will be discussing innovative entrepreneurship.

A wide range of entrepreneurs and investors, scientists and experts, leading international companies will be invited to attend the forum.

The procedure for participating in the Forum is determined by the Organizing Committee and entrepreneurs and investors will be paying a fixed fee to participate in the forum.

A number of agreements and memorandums are expected to be signed during the forum, and a number of B2B meetings are expected to be held.

4 to 6 presenters will present at the panel discussion, most of them representing private sector.

The management of the ministries and government agencies will talk about opportunities for investment in the development of information technologies for the development of the real sector of the economy, and will answer the questions of investors and participants of the Forum.

3-4 participants from the private sector, including representatives of 1-2 national companies and 1 representative from small business, 1-2 representatives of international or regional companies, will deliver a speech at the forum.

1-2 Heads of public organizations will represent Associations and Business Organizations at the forum, and be panel speakers at the forum.

Panel Moderators:

Moderators are selected by the Organizing Committee from a pool of experts from the international financial institutions and/or from a pool of highly qualified academic experts in the respective areas. Moderators are invited based on recommendations.

Form and means of discussions

Panel discussion

Priority and predefined issues for the government and investors will be discussed at the panel sessions.

The role of entrepreneurs and investors is expected to be more productive in the discussions sessions.

The entrepreneurs and investors should express and present their views on the future of the country's investment climate, positive factors influencing investment in Tajikistan, and exchange views on the development of the private sector and the state policy.

Public sector representatives will respond to the questions of investors and participants, as well as present information on the Government's policy and action plans and their implementation.

Moderator focuses on the most important issues, directs discussions in the appropriate direction and summarizes the views of the participants.

At least 15 minutes are allocated for Questions / Answer sections.

Two-way meetings of entrepreneurs and investors in the Business-to-Business (B2B) format and ministries and agencies in business-to-government (B2G) format will be provided. The main focus of the forum will be on meeting and direct talks between investors and businessmen.

In B2B format, the main focus is to reinforce business relationships between firms, as well as potential investors and suppliers.

Participants will have the opportunity to familiarize themselves with the possibilities of cooperation, conditions and expectation of investors.

Business-cocktail is expected to provide an informal environment for additional communication.

Information support

Information support of the event will be given a lot of attention during the preparation.

Web-site. The Forum web-site is expected to operate 2 months prior to the forum:

Online registration. From the past experience of the forums it is clear that direct registration of participants is preferred on the website of the Forum for both the organizers and the participants.

Practical program information. Preliminary program, panel meetings and their topics, logistics, as well as the date of the meeting shall be approved no later than 1 month prior to the Forum and shall be published on the Forum web-site.

Priority Investment Projects in addition to the main topics of the Forum, will also be available on the web-site of the Forum for information.

Investment incentives. Information on the investment incentives for the investors will be available on the Forum web-site.

For the purpose of carrying out the Forum in an effective way it is proposed that the design and descriptions of the investment projects will be determined and the selected projects will be provided within 1-2 months before the forum on the web-site of the forum.

Contact with the participants of the Forum. Responsible staff of the Ministry of Foreign Affairs, the State Committee on Investments and State Property Management, relevant ministries and agencies, International Airports of Dushanbe, Khujand, Qurgonteppa, State Unitary Enterprise "Tajik Railway", Border Guards of Tajikistan, are responsible for invitation of the participants and their participation in the Forum.

Expected Outcomes

Agreements, memorandums of understanding, or specific agreements on cooperation between local and foreign companies is expected. In this regard, recommendations are made by the investors, and the prospects of cooperation and existing barriers are presented to the Government of the Republic of Tajikistan and the private sector during the current year.

The situation of the country's investment climate, its prospects and investors' plans will be evaluated.

Official relations with multinational firms will be strengthened in various sectors of the economy.

With the aim of introducing the country's initiatives and achievements on improvement of the investment climate in Tajikistan, international trade journals will be involved.

On April 26, 2018 AmCham Tajikistan held it’s Monthly Business Breakfast with Mr. Sharaf Sheralizoda, Head of the Secretariat of the Consultative Council on investment climate improvement under the President of the Republic of Tajikistan.

Gulanor Atobek, Chairman of Amcham’ Board of Directors, in her opening speech thanked Sharaf Sheralizoda for agreeing to participate and speak for members of Amcham. She stressed that business breakfasts are held to discuss the obstacles and challenges for the development of Tajikistan with government officials in an informal atmosphere.

Sharaf Sheralizoda, Head of Secretariat of the Consultative Council on Improvement of the Investment Climate under the President of the Republic of Tajikistan, thanked Amсham for the invitation and expressed the willingness of the Secretariat of the Consultative Council to cooperate with business organizations and private sector representatives. He stressed that the Consultative Council on Improvement of Investment Climate is a platform for creating a constructive dialogue between the state and business.

Mr. Sheralizoda pointed out that various reforms were undertaken, such as easing of the registration, trading across borders, tourism development, securities market, system of single window, elimination of physical contact of the taxpayer with tax authorities, etc. Formation of Central Asia Stock Exchange and Committee for Tourism Development were named as big achievements in the previous years. Currently, equal rights are given to international and national investors. Additionally, Mr. Sheralizoda noted that Tajikistan recently received B3 credit rating by Moody’s and S&P, which is a big move for investment climate improvement. Also, Tajikistan has been named as a top reformer several times in the World Bank Doing Business Report. Head of Secretariat talked about the challenges facing businesses in Tajikistan, such as challenges in financial system and the potential of the private sector itself.

After his speech, the head of the Secretariat answered all the questions of Amcham members who represented local and foreign investors. All participants actively asked their questions and shared their suggestions for improving the business environment in the country. In particular,

  •  Gulanor Atobek, CEO of Deloitte in Tajikistan, proposed to actively use the resources of the private sector as experts in conducting studies and making an action plan and recommendations at the draft reform stage. She also spoke about the discrepancy between price and quality in the services of local postal and courier services

  •  Leila Babakhanova, Crowe Horwath lawyer in Tajikistan, spoke about the problems during the registration of the business, about the contradictions with respect to documents requested by the tax authorities, such as the power of attorney for extract, and the personal presence of the company's founder
  • Heli Nykänen, UN Volunteer Program Officer asked the head of the Secretariat to tell about the government intentions on youth entrepreneurship development in the country
  • Maksad Iskakov, Head of Air Astana Representative Office in Tajikistan, talked about problems in the telecommunications sector, and the importance of increasing the competitiveness of the aviation industry in Tajikistan

  • Almaz Sayfutdinov, an Economist at the US Embassy in Tajikistan, pointed to the problems in the telecommunications and banking sectors and said that this could serve as an indicator for foreign investors and it is necessary to take measures to improve the entrepreneurial among these sectors. He said that the US Embassy is concerned about the ban on imports of chicken from the United States. Also, Almaz asked the head of the Secretariat of the Consultative Council to support the preparation of the reports of the US Embassy on the Investment Environment in Tajikistan (Country Commercial Guide, Investment Climate Statement)
  • Philip De Leon, Chairman of the Business Council of the United States and Tajikistan, spoke about the difficulties of American investors in the event of unexpected tax checks and large environmental fines.

A round table on Improvement of tax system in the Republic of Tajikistan was held this afternoon at the Serena Hotel.

The event was chaired by the Head of the Secretariat of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan, Sharaf Sheralizoda. The opening speech was delivered by the Deputy Chairman the State Committee on Investments and State Property Management of the Republic of Tajikistan, Nigina Anvari.

As it was noted, various aspects of tax issues were discussed within the framework of the Consultative Council meetings, including Sessions VII, VIII, IX, X and XVI. Within the framework of reforms, the Tax Code of the Republic of Tajikistan in the new edition was adopted in 2013.

As a result, the number of tax types decreased from 21 to 10, and the quantity of tax filings decreased 41%, the number of tax reports declined 86% and the total amount of tax payments dropped 43%. The Tax Code offers over 70 different incentives to the businesses. To make tax administration more transparent and simple, the solution of disputes resulted from the contradictions within the Tax Code, the first planned tax inspection and cameral visits were regulated, and several incentives were given to the entrepreneurs.

Nigina Anvari noted that a number of working groups from the developments partners and the private sector are working on tax issues and their results are presented with concrete recommendations in the current round table. It was assured that the round table will provide free, constructive and favorable dialogue for coordinating the work of these Working Groups, together with a joint review of the results of analyzes conducted by them on solving taxation issues.

Sharif Rahimzoda, the Chairman of the Committee on Economy and Finance of Majlisi Namoyandagon of Majlisi Oli of the Republic of Tajikistan also attended the event.

A number of presentations were presented to the audience during the meeting. Mr. A. Krasnikov, expert of the Program "Support for parliamentary oversight and transparency of budget in Tajikistan", presented analysis of tax policy development, Ms. S. Sultonova, the expert on Private Sector Development of the International Finance Corporation presented on the Investment Opportunities in the Republic of Tajikistan, Ms. G. Atobek, Chairman of the AmCham presented the analysis of the issue of taxation, G. Kurlandskaya, the Head of the Interdisciplinary Component of the European Union Project "Support for reforms in the field of public finance management in Tajikistan" presented on "Tax Revenues of Local budgets".

Then the participants of the event exchanged their views and suggestions on the presented issues.

Closing the meeting, Sharaf Sheralizoda thanked the participants for active participation in the event, noting that the proposals and recommendations will be reviewed and analyzed within the Inter-Agency Working Group in the subsequent meetings to prepare a comprehensive analysis and draft Action Plan of the Government of the Republic of Tajikistan.
