The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon attended the meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) via video-conference. The meeting was hosted by Russia, which holds the rotating SCO presidency this year.

The meeting participants discussed prospects for developing cooperation within the SCO and topical issues on the international and regional agendas.

The summit was also attended by the Prime Minister of India Narendra Modi, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the People’s Republic of China Xi Jinping, Acting President, Prime Minister of the Kyrgyz Republic Sadir Japarov, Prime Minister of the Islamic Republic of Pakistan Imran Khan, President of the Russian Federation Vladimir Putin, President of Uzbekistan Shavkat Mirziyoyev, President of the Islamic Republic of Afghanistan Mohammad Ashraf Ghani, Prime Minister of the Republic of Belarus Roman Golovchenko, President of the Islamic Republic of Iran Hassan Rouhani, President of Mongolia Battulga Khaltmaa and the Secretary General of the Shanghai Cooperation Organization Vladimir Norov. UN Secretary General António Guterres was also in attendence.

In his remarks, President Rahmon noted the measures taken by Russia during its SCO presidency and stressed that during its own presidency in 2021 Tajikistan will take all the necessary measures for the planned events that year, in particular the SCO jubilee summit scheduled to be held in Dushanbe.

While delivering his speech about the negative impact of the pandemic on the economies of countries in the region and the world, President Rahmon stressed the need to develop interstate cooperation focusing on trade, finance, industry, energy, transportation, banking, science, education, health care, culture and tourism.

He also drew the attention of the heads of SCO member nations to the importance of cooperation in the fight against terrorism, extremism, drug trafficking, cybercrime and other forms of transnational organized crime, as well as the necessity of promoting the implementation of Tajikistan’s initiatives on water and ecology-related issues.

Taking into account the growing threat of illicit drug trafficking as one of the main sources of financing of terrorism and extremism, and the increase in natural disasters due to climate change and human impact on nature, President Rahmon noted the steps taken by the Tajik government to establish in Dushanbe a SCO Permanent Anti-Drug Center and the International Glacier Protection Fund within the framework of the Global Water Agenda, and called on Tajikistan’s partners to support them.

He also expressed useful views on providing assistance for promoting peace, stability and socio-economic development of Afghanistan, as well as strengthening integration with influential international organizations, such as the UN.

Following the session, a series of documents related to further expansion of cooperation between SCO member nations was adopted, including the Moscow Declaration of the SCO Heads of State Council.

In closing, the presidency in SCO was passed from the Russian Federation to Tajikistan. A jubilee meeting of the SCO Council of Heads of State, which coincides with the 20th anniversary of the organization, will be held in 2021 in Dushanbe.

Today, a round table on "Entrepreneurship and investment as a basis for economic development” was held in the framework of the Day of Entrepreneurs in the hall of the National Library of Tajikistan under the leadership of the Chairman of State Committee on Investments and State Property Management of the Republic of Tajikistan, Hamralizoda Farrukh. Representatives of the private sector, relevant ministries and agencies, development partners and invited guests attended the round table.

Hamralizoda Farrukh noted that at the time of independence, as a result of the constructive policy of the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon, formation of new economic relations, ensuring sustainable economic development, improving the investment climate, supporting entrepreneurship and thus improving the living standards of the people of the country has been the strategic goal of the state and the Government to date.

Taking into account the priorities identified by the Government, the necessary measures will be taken to continue the process of economic reform to support entrepreneurship in the country, including taking into account the impact of the COVID-19 pandemic and potential risks to the national economy.

The main themes of the event were reforms related to the improvement of the investment and business climate, the formation of dialogue with entrepreneurs and investors, new investment opportunities, legal, economic and social aspects of business development in the Republic of Tajikistan. In particular, presentations were made on the results of the analysis of the impact of the COVID-19 pandemic on small and medium businesses in Tajikistan, the project "State Support and Private Sector Development Program in the Republic of Tajikistan for 2021-2030", corporate governance and other relevant topics.

After the speeches and presentations, there was an exchange of views between the participants.

It was expressed with confidence that the representatives of the private sector, entrepreneurs and investors will make efforts and contribute to the development of domestic production, the production of more import-substituting and export-oriented products, providing the domestic market with competitive products.

Today, the second intersession meeting of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan was held under the leadership of the First Deputy Prime Minister of the Republic of Tajikistan Davlatali Said. Members of the Consultative Council, heads and officials of relevant ministries and agencies, development partners and invited guests attended the meeting.

The meeting discussed the preparation of a draft analysis and recommendations for improving the investment climate in the field of information and communication technologies, as well as analysis of the current state in the industry and identification of new opportunities for increasing industrial capacity.

It was noted that on the initiative of the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon, October 14 is declared as the Day of Entrepreneurs and is celebrated in a special manner every year. This year holding of various events was limited due to the global pandemic and it was decided to hold the second intersession meeting of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan and the Round Table on “Entrepreneurship and Investment as a Basis for Economic Development”.

Faizullozoda Zarobiddin - Minister of Industry and New Technologies, and Ilhom Atoev - Deputy Head of the Communications Service delivered reports on the main topics of the meeting. In addition, Jan Peter Olters - Permanent Representative of the World Bank in Tajikistan, Sezin Sinanoglu – UN Resident Coordinator in Tajikistan, Pratibha Mehta - UNDP Resident Representative in Tajikistan, Dilshod Jurazoda-Director of SE Tajikistan Entrepreneurship Establishment and Development, Abdullo Kurbonov - Founder and Chairman of Alif Bank OJSC, Bozorali Odina - Private Sector Representative in the Council, Chairman of Kulob Milk Factory, delivered brief presentations at the meeting.

The First Deputy Prime Minister noted that the development of information and communication technologies and the transition to a digital economy is one of the important issues of economic policy of the country, and its widespread use is becoming increasingly important in the current prevalence of the coronavirus pandemic. Within the framework of the fourth strategic goal - rapid industrialization of the country, study of the current state of industry and identification of new opportunities to increase the capacity of the sector, including light industry, production of construction materials, processing of agricultural products, and mining and on this basis the development of national production are considered important topics.

The sixth meeting of the Consultative Council on Improvement of Investment and Business Climate in Rasht Valley was held in Lakhsh district.

Prior to the meeting, the Information and Consulting Center for Youth Entrepreneurship was opened, as well as agricultural motoblocks were provided to the Association of Dehkan Farms "Samar" in Lakhsh district. The main objective of these projects is to create jobs, provide business advisory services and agricultural development for young people. These projects are implemented in cooperation with the United Nations Development Program in Tajikistan.

The meeting was attended by the Management of the State Committee on Investments and State Property Management, the Secretariat of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan, deputy chairmen, members of the Consultative Council of Rasht valley, as well as executive secretaries and council members of Rasht region, private sector representatives and the development partners.

It was noted that the regular visits and meetings of the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon in the Rasht Valley reflect the special attention of the Leader of the Nation to the economic and social development of Rasht valley. In the course of these successful and constructive visits, a number of facilities of various purposes have been built and put into operation by the hardworking people of Rasht valley with the support of the constructive policy of the Leader of the Nation, Emomali Rahmon and the Government.

The meeting discussed issues of investment and entrepreneurship opportunities in Rasht valley and increasing its’ capacity, proposals for the draft Program of State Support and Private Sector Development in the Republic of Tajikistan for years 2021-2030, opportunities for product development and value chain growth in Rasht valley and other issues related to business development, problems of the sector and their solutions in the region.

Participants discussed supporting the private sector, utilizing the existing conditions and opportunities for development of the Rasht region, strengthening the activities of the Regional Consultative Councils on entrepreneurship and investment, the contribution of entrepreneurs to the prosperity of the country, creating new jobs and improving the welfare of the people.

Sectors of fruit and vegetable processing, processing of industrial raw materials, including marble, coal, limestone powder, crushed gold, construction of small poultry farms, fish farming, beekeeping, collection and packaging of dried fruits and herbs, processing of animal skins and wool, and folk handicrafts were selected as a priority areas in the region.

Ladies and Gentlemen!

This year we celebrate the 75th Anniversary of the United Nations.

Over these years, the United Nations as a powerful and global organization has been able to become an important and inclusive platform for addressing pressing global challenges.

The organization's work in response to the rapidly changing international situation and the rise of such modern threats and challenges as terrorism and extremism, climate change and the spread of the coronavirus (COVID-19) once again demonstrates that many countries around the world still need robust and strengthened multilateral ties.

They recognize the United Nations as a reliable partner.

This year we have also marked yet another important historical event - the 75 years of the victory over fascism, which is directly pertinent to the establishment of the United Nations.

It is worthwhile noting, that along with other nations and peoples, the prominent sons of Tajikistan have played a significant role in ensuring this great victory.

In the current global context, particularly when global threats and challenges are dramatically growing, the bitter lessons from World War II warn each of us to always be prepared and united to preserve enduring peace, overall stability and peaceful life for humanity.

Distinguished colleagues,

The commemoration of the UN 75th anniversary coincides with a time when the world is facing unprecedented threats and challenges.

Today, the majority of the world's population believes that only through global, inclusive dialogue and close cooperation the mankind can succeed to overcome the current crisis.

Tajikistan does not stand aside and it is actively engaged in the global dialogue proposed by the United Nations.

We are determined to increase our joint efforts with other countries to implement our constructive initiatives on water resources and climate change agenda.

Along with addressing these issues, my country believes that stronger solidarity is among the top priorities which could help to stabilize the situation in the healthcare sector and the global economy.

I would like to reiterate that modern threats and challenges require immediate response from the international community, the response which is based on unity, solidarity and mutually beneficial multilateral cooperation.

Insight into how to best assist the vulnerable and protect business continuity, survival and jobs

The European Bank for Reconstruction and Development (EBRD) has launched an assessment today that aims to provide detailed guidance on legislative gaps to address an expected increase in businesses needing to use formal restructuring procedures following the coronavirus pandemic.

The survey will provide an up-to-date map of restructuring frameworks across the EBRD regions in Europe, Asia and Africa. It aims to provide an overview of the options within pre-insolvency and insolvency frameworks across the economies where the Bank engages.

Given the global scale of the coronavirus crisis, many businesses around the world have experienced an interruption in economic activity that may continue into 2021. Many businesses will need to restructure both operationally and financially, while others may even cease to be viable. Ensuring that this does not translate into insolvent liquidation procedures for a majority of businesses and further economic damage is a key priority for the Bank.

Structured as a questionnaire, the assessment will be open for public consultation until 31 October 2020. It is available in English, French and Russian. For benchmarking purposes, the consultation is also open to countries where the EBRD does not invest. The results of the assessment as well as a report summarising its findings will be made publicly available online thereafter.

The assessment will also be benchmarked against international best practices to provide a functional, comparative tool for development institutions, governments and civil society to gauge the quality and effectiveness of a country’s insolvency laws. It will review existing national legislation in all EBRD economies of operations and consider the views of interested parties and local insolvency system users to assess their efficacy.

“Many of the governments in our regions have successfully enacted emergency legislation to ringfence the ramifications of the Covid-19 crisis, but longer term insolvency law reform is critical to ensure that these businesses are able to get back on their feet and thrive again,” said Catherine Bridge-Zoller, EBRD Senior Counsel, Financial Law Unit. “This assessment will help the Bank to deliver targeted reform support aimed at helping as many businesses as possible avoid an insolvent liquidation procedure due to the pandemic.”

Rodrigo Olivares-Caminal, a professor in banking and finance law at Queen Mary University of London who is working with the EBRD on the assessment, added: "This assessment is very relevant due to the important role that expedited restructuring procedures that occur mostly out of court can play in a post-Covid era. The assessment will also identify areas for simplification of procedures, particularly for small and medium businesses."

To maximise the effectiveness of the assessment, the EBRD is supported by the International Development Law Organization (IDLO), INSOL Europe, and INSOL International and is cooperating with the European Commission. The initiative aims to promote the implementation of the principles set out in the UNCITRAL Legislative Guide on Insolvency Law. The EBRD is also working closely with Investment Councils, which have been established with EBRD involvement in Albania, Armenia, Belarus, Georgia, Kosovo, Kyrgyz Republic, Moldova, Montenegro, Tajikistan, Tunisia, Ukraine and Uzbekistan, to reach as many stakeholders as possible and ensure public and private sector country discussions on the assessment are fully coordinated.

As part of its mandate, the EBRD accompanies its investments with policy dialogue and advisory services. In pursuit of these efforts, the Legal Transition team promotes sound and well-functioning legal systems and contributes to the improvement of the investment climate across the EBRD’s 38 economies by helping to create an investor-friendly, transparent and predictable legal environment.

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon had a​ meeting with healthcare professionals. The meeting was dedicated to Health Workers' Day marked in​ Tajikistan on​ 18 August, the anniversary of the greatest​ thinker and medical scholar of the​ East​ Ibn Sino​, also known as Avicenna. The meeting took place in the Kokhi Borbad Palace.

A​ wide range of​ matters regarding the healthcare system and its development, social protection for​ medical workers, and​ raising the​ standards of​ medical services provided, including in​ emergency medicine facilities​ were discussed.

Special attention was given to the problems of the fight against COVID-19.

The​ agenda also included training highly qualified health personnel, implementation of reforms in medical and​ pharmaceutical education​, and the program of preparation of​ medical​ personnel for​ 2010 – 2020.

President Rahmon congratulated all healthcare professionals on their day and wished them good health and success.

He also expressed his gratitude to all health workers, especially to doctors and nurses, who showed courage in difficult days. President Rahmon pointed out that the doctors who worked day and night in infectious diseases hospitals and specialized institutions showed a high example of patriotism and humanity and proved their devotion to their chosen profession.

A presidential decree issued on May 1 ordered 12.4 million to be added to supplement the salaries of health and social protection workers​. Additionally, more than 11 million somoni has been allocated to provide hospitals with food products.​ ​

Also, in order to fight against the coronavirus pandemic, a special account of the Ministry of Health and Social Protection of the Population had been opened and to-date, more than 4 million somoni has been spent from that account for the purchase of medical equipment and medications.

Furthermore, 13.4 million somoni worth of medicines and medical equipment has been purchased at the expense of the Health Ministry's budget, the President said.​ ​

President Rahmon praised the contribution of domestic entrepreneurs and private companies which purchased food products, medicines, face masks, personal protective equipment, and medical equipment for hospitals.​ ​ ​ ​

He offered his gratitude to all entrepreneurs and courageous people who supported the health sector in the difficult period and transferred money to a special account, thereby reducing the severity of the pandemic.

On Health Workers' Day President Emomali Rahmon presented state awards to health workers for their outstanding labor achievements, selfless work, and success in protecting public health and providing medical care for the benefit of the state and the nation. ​

By presidential executive orders 53 healthcare professionals were awarded with the honorary​ title of Honored Worker of Tajikistan and presented with various medals.

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon presided over a session of the government.

The meeting participants focused on the forecast of the main macroeconomic indicators for 2021-2023. The Minister of Economic Development and Trade Zavki Zavkizoda delivered a corresponding report.

He pointed out that Tajikistan’s main macroeconomic indicators for 2021-2023 were developed based on the global and CIS countries' economies, Tajikistan's major trade partners, price changes in the global commodities market and development of national economic sectors in recent years, including in January-April 2020 due to the coronavirus pandemic.

Other issues discussed included a number of laws, including the draft laws On Internal Audit in Public Sector Organizations, On the Program of Cooperation Between the Tripartite Partners of Tajikistan and the ILO, On Decent Work for 2020-2024, On the Delinquency Prevention, National Programs for Juveniles for 2020-2024, On Education, and On the Action Plan for 2020-2025 on the implementation of the presidential executive order on declaring 2020-2040 the years of emphasising natural and hard sciences. The Minister of Education and Science Muhammadyusuf Imomzoda presented a report on this matter.

The Chairman of the Committee for Television and Radio-Broadcasting Nuriddin Said gave the keynote report on the state program of development of digital television broadcasting for 2021-2025.

While discussing the fight against the COVID-19 pandemic, President Rahmon gave instructions to government and healthcare ministry for providing necessary stocks of medicines, and for preparing hospitals and healthcare facilities for a second-wave of COVID-19.

At the end of the meeting, Rahmon called for the timely fulfillment of the set tasks and instructed the government members regarding the preliminary results of the fall and winter heating season, efficient use of energy, preparing for the new academic year, effectively use of household lands, supporting families in need and strengthening sanitary measures.

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon took part in the opening of the Dushanbe Tennis Courts and Watersports Complex. He was accompanied by the Chairman of the National Assembly, Chairman of Dushanbe Rustam Emomali.

The construction of the project designed by the Russian Rostovgiproshakht was financed through the city budget.

The three-level 2500 capacity complex includes four pools suitable for national and international competitions, three indoor, eight outdoor tennis courts, a volleyball and a basketball court, as well as a wresting, bodybuilding and a gymnastics area.

The complex is open to the public, and those aged seven and up can join the offered swimming classes.

President Rahmon also inspected the outdoor swimming pool which has been constructed in accordance with the requirements of FINA (International Swimming Federation). The outdoor swimming pool is designed for four types of water sports.

The Complex has been equipped with modern sports equipment and its pools hot temperature will always be kept somewhere between 78°F to 82°F (26°C to 28°C).

The complex, which also includes a 130 seat conference hall, is equipped with recording equipment for live broadcasts.

President Rahmon praised the quality of construction work and gave instructions to the leadership of the Executive Body of State Authority of Dushanbe for effective and purposeful use of sports and beautification facilities.

After the opening ceremony, President Rahmon held a meeting with the young athletes.

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan held a meeting with members of the government today.

The meeting focused on food security, supplying the market with quality and organic domestic products, adequate hygiene measures for the prevention of coronavirus, preliminary results of the fall and winter heating season and other issues.

Other topics discussed included landscaping for the 30th anniversary of independence and preparations for the new school year.

Deputy Prime Minister Gulmahmadzoda Davlatshoh, Minister of Agriculture Salimzoda Amonullo, Minister of Energy and Water Resources Usmonzoda Usmonali and Minister of Health and Social Protection of the Population Abdullozoda Jamoliddin presented their reports on the requisite matters.

During his speech, President Emomali Rahmon drew the attention of members of the government to the current situation in the world, including the effect of external influences on the national economy, the threat of the coronavirus (COVID-19), and its negative impact on socio-economic development.

President Rahmon instructed the officials to take urgent measures to ensure the stability of all sectors of the economy.

Other instructions dealt with promoting a healthy lifestyle, maintaining adequate provisions in health centers, and promoting better sanitation and hygiene among population in both public and private areas.
