DUSHANBE, December 13, 2013 – The 12-th Session of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan was held under the chairmanship of the President of the country, Chairman of the Consultative Council on Improvement of Investment Climate, His Excellency Emomali Rahmon.

On the session a report of Mr. Qodiri Qosim - the Council’s Executive Secretary and Chairman of the State Committee on Investment and State Property Management of the Republic of Tajikistan was heard on the results of monitoring of implementation of decisions of 10-th and 11-th Consultative Council’s sessions. Qodiri Qosim expressed that the decisions of sessions of the Investment Council focused on strengthening public-private partnership, state protection and support of entrepreneurship, continuation of reform of permit and licensing system, conducting reforms on improvement of investment climate in tourism and insurance sectors, continuation of reform of tax system and development of public-private dialogue at regional level. Particularly regarding to the continuation of reform of tax system amendment and modification were introduced to the Tax Code and to the Resolution of Government of the Republic of Tajikistan “On approval of the Rules of taxation of individual entrepreneurs operating on the basis of a patent or certificate”. On this basis, some taxes are provided for exemption and incentives are offered for producers of chicken, eggs and animal feed. Also the List of activities of individuals entrepreneurs operating on the basis of a patent is expanded and the cost of the patent is significantly reduced in accordance with the type of business activity that will contribute to the development of entrepreneurship. It was noted that the permanent Working Group on study, analysis and improvement of the Tax Code of the Republic of Tajikistan is established and being operated under the Ministry of Finance of the Republic of Tajikistan.

Moreover, with the purpose of effective implementation of the Law of the Republic of Tajikistan "On Public-Private Partnership" in accordance with decrees of the Government of the Republic of Tajikistan the Council of Public-Private Partnership and State Enterprise of Project Implementation Unit on Public-Private Partnership Projects are established as well as the Authorized State Body for Public-Private Partnership is determined.

Concerning to the second issue of the Session a Head of Secretariat of the Consultative Council - Zavkidjon Zavkiev had a speech and reported on results of the activity of the Working Group established by the instruction of the President of the Republic of Tajikistan, Chairman of the Consultative Council, His Excellency Emomali Rahmon on conducting review, analysis and suggesting recommendations for further development of tourism sector. An analytical paper “A Model of Tourism Development in Tajikistan” with comprehensive recommendations and a Draft of the Action Plan of the Government of the Republic of Tajikistan on Improvement of Investment Climate in Tourism sector were submitted to the session of the Council as the results of effectively implemented activity by Head of the Working Group.

Another issue considered at today's Session of the Council was the issue of Improvement of Tajikistan’s Indicators in the Doing Business Report of World Bank Group. Mr. Farkhod Akbarov – Head of Association of Micro Financial Organizations of Tajikistan gave a speech on this issue and submitted a Draft of Action Plan of the Government of the Republic Tajikistan on Improvement of Tajikistan’s Indicators in the Doing Business Report of World Bank Group. He emphasized that this plan is developed by the Secretariat of the Consultative Council in collaboration with the private sector and covers a range of activities for each out of ten indicators of the Doing Business Report. It is expected that the adoption and implementation of this Action Plan will serve to further improvement ranking of the Republic of Tajikistan in the Doing. At the same time, it was noted that Government of the Republic of Tajikistan is not intended to be limited on efforts only around the Doing Business Report and will continue to carry out the necessary reforms on improvement the investment climate, development of private sector and ensuring economic stability of the country.

On the last issue of Session agenda the Council’s Executive Secretary - Mr. Qodiri Qosim spoke and proposed an issue on establishment of secondary market for securities and stock exchange in Tajikistan for consideration to the 13th Session of the Consultative Council, which was supported by all member of the Council.

At the completion of the Session, the President of the Republic of Tajikistan delivered final speech and gave relevant instructions to the responsible ministries and agencies on issues considered at the Session.
