DUSHANBE, March 3, 2019 – the Meeting on Improvement of the Country Position in the “Doing Business” Report was held under the chairmanship of the First Deputy Prime Minister, Davlatali Said.

Assistant of the President on economic issues, leadership of the ministries and agencies have participated in the meeting and discussed issues of improvement of Tajikistan in ranking of the “Doing Business” report of the World Bank Group.

The meeting has been started by the First Deputy Prime Minister, esteemed Davlatali Said who noted about instruction of the President of the Republic of Tajikistan, Leader of the Nation, esteemed Emomali Rahmon in the 19th IC Session in regard with conducting meetings and undertaking necessary measures to resolve current issues, existing barriers and challenges of domestic and foreign businesses and investors as well as discussion of the state of Investment Council decisions’ implementation.

After adopting the agenda of the meeting and defining the regulation of its work First Deputy Prime Minister has reminded the specific attention paid by the President of the Republic of Tajikistan, Leader of the Nation, esteemed Emomali Rahmon to the issues of improvement of Tajikistan position in international ranking, particularly in the ranking of the “Doing Business” report. Therefore in the 19th Investment Council session he has emphasized that it is necessary to ensure actual estimation of the country ranking indicators and elimination of the subjective factors in this process.

it has been underlined that in the ranking of the “Doing Business” report issues of increasing the transparence and simplification of procedures on business registration, dealing with permits for construction, getting electricity, taxation, property registration, protecting investors, getting credits, trading across borders, enforcing contracts and resolving insolvency are very important. Thus leadership of ministries and agencies should works on these directions with high responsibility.

Then chairman of the meeting has expressed his concern about deterioration of the country position in compare with neighboring countries on some indicators and stressed that term of sever regional competition requires responsible ministries and agencies to enhance comprehensive reforms on improvement of investment and business climate including improvement of the mentioned indicators.

In regard with the first issue Chairman of the State Committee on Investment and State Property Management – Hamralizoda Farrukh delivered a speech. Hamralizoda Farrukh in his presentations suggested a range of comprehensive measures relating the further directions of reforms on improvement of country position in the ranking of the “Doing Business” report, which is the base for other rankings of international organizations.

Particularly it has been noted that to implement further reforms on simplification of state regulation of business, improvement of investment and business climate within the activity of Interagency Taskforce on improvement of country position in the international rankings draft Action Plan of the Government on improvement of the country indicators in the “Doing Business” report for 2019-2022 has been developed and submitted for the Government consideration according to the defined procedure on December 10, 2019.

Adoption and timely implementation of the reforms within the Action Plan will contribute in modernization of government services to businesses through the introduction of ICT, improvement the quality and widening the range of the services as well as will result in more improvement of investment climate in Tajikistan attracting domestic and foreign investment to national economy, creation of new jobs and increasing the well-being of people.

Also it has been informed that visit of World Bank collecting data mission is expected on April 22-26, 2019 to get acquainted with reform achievements of the country. Therefore responsible ministries and agencies should be highly prepared for the meeting and presentation of reforms achievements to them.

Reports of ministries of justice, finance, economic development and trade, energy and water resources, state committees on land management and geodesy, tax committee, architecture and construction, customs services, agency on social insurance and pensions and other authorities on current state of the reform and constraints in this area have been heard.

At the completion of the meeting, the First Deputy Prime Minister gave relevant instructions to the responsible ministries and agencies on elimination of existing shortcomings, enhancing reforms and arrangement of explanatory works with private sector on the process and achievements of reforms in the country.
