On November 22, 2019 there was the First Intersessional Meeting of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan with chairmanship of the First Deputy Prime Minister of the Republic of Tajikistan, Mr. Davlatali Said.

The meeting was attended by members of the Consultative Council, leadership and officials of ministries and agencies, chairmen of regions, cities and districts of republican subordination, development partners and invited persons.

The First Deputy Prime Minister of the Republic of Tajikistan, Mr. Davlatali Said mentioned that necessary measures are being taken to implement the instructions of the Founder of Peace and National Unity - the Leader of the Nation, the President of the Republic of Tajikistan on the XIX Session of the Consultative Council on solutions of current issues, removing barriers for domestic and foreign entrepreneurs and investors, conduction of intersessional meetings of the Council and monitoring the progress on Council’s decisions implementation.

In this regard, it was mentioned that on April 3, 2019, under the leadership of the First Deputy Prime Minister of the Republic of Tajikistan, there was a meeting on improvement of country’s position in Doing Business report of the World Bank.

It was also noted that the Leader of the Nation, the President of the Republic of Tajikistan, H.E. Emomali Rahmon, pays special attention to strengthening public-private dialogue at national and regional levels as well as realization of Consultative Council decisions on this issue.

Concerning the issue, the Chairman of the State Committee on Investment and State Property Management, Hamralizoda Farrukh noted that the Article 17 of the Law of the Republic of Tajikistan “On State Protection and Support of Entrepreneurship” provides legal basis for creation of regional and local councils. Relevant instructions have been given at VII, XIV, XV, XVIII and XIX sessionss of the Consultative Council as well as at high level events with the President of the country, investors and entrepreneurs’ participation.

Based on this Consultative Councils on Development of Entrepreneurship and Investment were established under the Chairmen of provinces and executive public authorities in cities and districts of the country, and their total number increased from 40 to 69 units in 2018-2019.

In the speech the issues of introduction of mechanism of assessment of executive authorities’ activity in regions, cities and districts of the country on their contribution for creation of favorable climate for entrepreneurship, creating new jobs and enhancement of private investments, including subnational Doing Business Report as one of the methods to assess the effectiveness of the local public bodies activity.

Regarding the first issue, Mr. Umed Shomurodov, Chairman of the National Association of Dairy and Milk Producers of Tajikistan and Ms. Naoka Takasu, UN Deputy Resident Representative to the Republic of Tajikistan delivered their speeches.

According to the issue, the First Deputy Chairman of the State Committee on Investment and State Property Management, Mr. Sheralizoda Sharaf reported on the challenges of investors and entrepreneurs, the trends of foreign direct investment attraction, strengthening the mechanisms to attract foreign and domestic investment to ensure country's national strategic goals for economic development.

Also regarding the issue, the DCC Chairman – Mr. Jan-Peter Olters, General Director of Shiver Tajikistan – Mr. Philip Marsion and the Head of EBRD Resident Office in Tajikistan, Ms. Ayten Rustamova delivered their speeches.

During the meeting, the First Deputy Prime Minister of the Republic of Tajikistan, Mr. Davlatali Said also reminded on a number of issues, including strengthening institutional framework of public-private dialogue at the local level within the UNDP project, removing barriers for investors and entrepreneurs, simplifying the tax system and improving tax administration, development of Tax Code in a new edition, inspections of business entities and moratorium on inspection of business entities, solution of issues of companies with foreign investment, the level and quality of implementation of the decisions taken by the Consultative Council.

At the end of the meeting relevant instructions were given to ministries, agencies and other responsible structures.
