February 25, 2015, Dushanbe, Secretariat of the Consultative Council on the Improvement of Investment Climate under the President of the Republic of Tajikistan held а Round Table on “Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan - an Instrument to Facilitate Open Dialogue between State and Private Sectors”.

The Round Table was attended by representatives from a number of business, heads and representatives of sectoral business associations, state agencies and development partners.

The head of Secretariat -NumonAbdujaborov opened the round table to present the results of reforms decided on by the Consultative Council under the leadership of His Excellency EmomaliRahmon in 2014.

Deputy Chairman of the State Committee on Investment and State Property Management of the Republic of Tajikistan Mrs. NiginaAnvari, in her opening speech, emphasized that support to entrepreneurship, private sector development and the favorable investment climate were key activities of the Consultative Council and the Committee.

For this purpose, the Consultative Council jointly with relevant ministries, agencies and the private sector has developed a new version of the Law of the Republic of Tajikistan “On State Protection and Support of Entrepreneurship” incorporating best international experience. The Council has also approved the next three years of the Program on State Support to Entrepreneurship in 2012-2020 (years 2015-2017).

Also, she mentioned that the Draft Law of the Republic of Tajikistan “On Inspection of Economic Entities” was completed taking into account international experience.

The representative of the Donor Coordination Council, the head of KFW Bank Kristin Laabs shared her view on the outcomes of reforms to improve the business and investment climate in the country.It was pointed out that for the third time Tajikistan has been recognized as one of the ten top reformers in the World Bank’s Doing Business Report, and contributions of Secretariat of the Consultative Council to this achievement was well appreciated. On the occasion, the World Bank presented the Secretariat the Top Reformer Certificate as a sign of recognition of significant reforms made in Doing Business indicators. This award should bolster foreign investors’ confidence to do business in Tajikistan.

The head of Consultative Council Secretariat NumonAbdujaborov enumerated Council’s achievements in 2014, including the adoption of the Government’s Action Plan on Improvement of the Tajikistan’s indicators in the "Doing Business", the Action Plan to implement the proceeds from the Meeting of the President of the Republic of Tajikistan with Entrepreneurs and Investors, and the resolution of the Economic and Investment Forum "Entrepreneurship-the Engine of Economy". He also shared Council’s decisions to improve the country’s investment climate made on the 13th and 14th Sessions of the Consultative Council.

He noted the Government action plan to improve the business and investment climate in the insurance sector, adopted on December 31 2014, and spoke of the new version of the Law on Insurance was completed.

NumonAbdujaborov also spoke of Council’s most recent achievements, such as Parliament’s ratification of Tajikistan’s accession to the 1961 Hague Convention Abolishing the Requirement of Legalization of Foreign Public Documents, otherwise known as the Apostille Convention, on 29 October 2014. He informed that the Letter of accession of the Republic of Tajikistan to the Convention was formally presented to the Ministry of Foreign Affairs of the Kingdom of the Netherlands on February 20, 2015.

At the round table, a number of private sector representatives shared their views. Among them, FarhodAkbarov, the head Association of Microfinance Organization of Tajikistan, FirdavsMastulov, head of "Trud" insurance company, AlisherTurakhanov, director of legal consulting AITEN GROUP and Shagarf Mullah Abdol, the Chairman of the Tajikistan Tourism Association TATOS made their presentation. They shared private sector’s view on the importance of reforms on investment climate, including the establishment of the sovereign credit rating, reforms in tourism and insurance sectors and accession of Tajikistan to the Hague Convention, attraction of foreign investments and the development of the national private sector. The presenters noted the role of the Consultative Council in this process.

After the presentations, the floor was open for questions and discussion among the private sector, government and the media representatives.

Summarizing the discussion the head of Secretariat of the Consultative Council expressed confidence that the Secretariat of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan, State Committee on Investments and State Property Management jointly with representatives of the private sector, development partners and other ministries and agencies would continue to work together to implement the initiatives of the Head of State.
