February 26, 2016, First Deputy Prime Minister of the Republic of Tajikistan, esteemed Davlatali Said met with the entrepreneurs of Khatlon Region.

The First Deputy Prime Minister spoke about the policy of the Government of the Republic of Tajikistan to support businesses, particularly by fostering a more favorable business environment, ensuring effective implementation of state programs of entrepreneurship support, and extending public-private dialogue, among other efforts.

To develop public-private dialogue, various consultative bodies were established, namely the Consultative Council under the President of the Republic of Tajikistan, regional, city and district-level councils. The Council meetings of state officials and the private sector allow open discussion and problem-solving of the challenges faced by the entrepreneurs and investors.

To further strengthen the public-private dialogue, in 2015 the government implemented a number of measures, including several regulatory acts, developed and submitted for approval.

The First Deputy Prime Minister informed entrepreneurs about a number of current privileges afforded to entrepreneurs and investors, particularly for the newly established businesses.

The First Deputy Prime Minister informed about the prepared amendment to the Tax Code increasing the maximum turnover of entrepreneurs who are using the simplified tax regime from a 500 thousand TJS to 1 million TJS. An amendment to the tax regime with respect to cotton export duties is also planned.

He noted that measures being undertaken contributed to the growing role of the private sector in the national economy. In particular, in 2015, the private sector contributed 78 % of tax revenue of the state budget and 65 % of the Gross Domestic Product. The private sector has provided a place of work for a 63.8 % of the Tajikistan’s active population.

The First Deputy Prime Minister also summarized the state of enterpreneurship and investment indicators in Khatlon. Out of total numbers of businesses, 87 244 businesses were registered in Khatlon region, which indicates a 9.6% annual growth.

To support the entrepreneurs, Tajikistan’s banks and credit organizations have extended to businesses a total of 11,216 million TJS in loans, or 12.3% more than in 2014. From this amount, 1,529.76 million TJS in loans has been made in Khatlon region.

In 2015, the state has allocated 70 million TJS to capitalize the State Unitary Fund “Entrepreneurship Support Fund under the Government of the Republic of Tajikistan”. In 2015 the Entrepreneurship Support Fund extended subsidized loans to 21 businesses in the amount of 36.2 million TJS. In 2016, the state plans to allocate additional 120 million TJS to the Fund to support entrepreneurship. From its inception, the Entrepreneurship Support Fund has financed 51 businesses in Khatlon, extended in subsidized loans in total 34.6 million TJS.

To attract foreign investments and implement state investment projects, a number of significant projects have been completed since Tajikistan gained independence. To date, 26 state investment projects, totaling 250 million USD, are implementing in Khatlon region.

First Deputy Prime Minister noted that in all Tajikistan in 2015, the total amount of foreign investment reached 977.8 million USD, of which 470.9 million USD were direct and 506.9 million USD were other types of investments. Foreign direct investment increased by 93.5 million TJS compare to the amount invested in 2014.

In Khatlon, in, the total foreign investment between 2010 and 2015 reached 429 million USD, of which 385.7 million USD were direct investments and 43.3 million USD were loans from various entities and organizations. In 2015, the total foreign direct investment made in Khatlon reached 203.5 million USD, which was 95.1 million USD more than in the previous year.


First Deputy Prime Minister, esteemed Davlatali Said noted in his speech that the private sector, national entrepreneurs, and especially the entrepreneurs of Khatlon region should take advantage of support of the Leader of Nation, the President of the Republic of Tajikistan, His Excellency Emomali Rahmon and the Government and grow domestic production, produce import-substituting and export-oriented products, and supply the domestic market with competitive products.

During the meeting, the entrepreneurs shared their views, which offered an opportunity for the First Deputy Prime Minister to answer private sector’s questions and concerns.

The meeting was attended by Chairman of State Committee on Investment and State Property Management, Qodiri Qosim; Chairman of the Tax Committee, Nusratullo Davlatzoda. Also attending were the Head of the Consultative Council on Improvement of Investment Climate, the representatives of the State Committee of Land Management and Geodesy, Tojikstandart Agency, the Customs Service and the representatives of other ministries and agencies.
