In accordance with the instructions of the Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan, the Chairman of the Consultative Council Emomali Rahmon on March 18, 2020 there was conducted a regular meeting of the working subgroup on "Starting a Business", "Paying Taxes", "Registering Property" indicators of the World Bank Doing Business report. 

The meeting was opened by the Deputy Head of the Working Group, Deputy Chairman of the State Committee on Investment and State Property Management, Khurshedai Qodir. She mentioned effective use and full implementation of the registry for movable and real estate, electronic procedures within the framework of the "Single Window" for registration of business entities, real estate, construction permitting, export, import and transit of goods, connection to electricity, development and dissemination of instructions, list of services, price lists and references.

It was mentioned that all instructions and tasks are aimed for the improvement of investment and business climate and timely implementation of the Action Plan of the Government of the Republic of Tajikistan for improvement of country's position in the World Bank Doing Business report 2019-2022 (#223 as of May 2, 2019).

Mr. Solehzoda Ayubjon, First Deputy Chairman of the Tax Committee, spoke about reforms for simplification of registration process for business entities under the “Single Window” system, abolition of state registration fee in order to reduce cost of this procedure from January 8, 2020 (currently there was completed 2600 registrations), introduction of electronic procedures for submission of registration documents through the portal of tax authorities and application of 14,530 citizens, taking extensive explanatory measures through workshops, meetings, and the use of mass media opportunities.

At the same time, the information was presented on elimination of 1% corporate income tax and its impact on reducing the tax burden, coverage of electronic forms by 143,200 business entities, direct payment of taxes, implementation of a simplified application mechanism (direct submission) for VAT refund, insufficient internet speed, lack of sufficient skills to use electronic services of tax authorities.

Sharifzoda Safol, Deputy Director of SUE “Real Estate Registration”, reported on simplification of real estate registration procedures, including implementation of simplified real estate registration procedures in accordance with the “Single Window” and “Complaints Guide” for services provision, direct access of private sector to information on relevant procedures, establishment of digital database on real estate, e-registration of real estate and collateral, geoportal, issue of insufficient speed of Internet connection to provide high-quality e-services and operation of the e-database.

The importance of active participation in evaluation process of the World Bank Doing Business report was also highlighted during the meeting. It should be mentioned that active participation in this assessment and full coverage of reforms result will further increase country's investment credibility in the international area and attract more investment to the country's economy, as well as assess effectiveness of public services.

Representatives of the Secretariat of the Consultative Council under the President of the Republic of Tajikistan, the Agency on Statistics and other ministries and agencies discussed issues at the meeting and expressed their views.
