In accordance with the instructions of the Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan, the Chairman of the Consultative Council Emomali Rahmon on March 19, 2020 there was conducted a regular meeting of the working subgroup on "Dealing with Construction Permits", "Getting Electricity", "Getting Credit" indicators of the World Bank Doing Business report.
The meeting was opened by the Deputy Head of the Working Group, Deputy Chairman of the State Committee on Investment and State Property Management, Khurshedai Qodir. She has reminded instructions of the Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan, the Chairman of the Consultative Council Emomali Rahmon given at the XX Session of the Consultative Council to ministries and agencies regarding development of e-government and introduction of digital economy principles, implementation of the registry for movable property and real estate, electronic procedures within the framework of the "Single Window" for registration of business entities, real estate, construction permitting, export, import and transit of goods, connection to electricity, development and dissemination of instructions, list of services, price lists and references.
It was mentioned that all instructions and tasks are aimed at improvement of investment and business climate and timely implementation of the Action Plan of the Government of the Republic of Tajikistan for improvement of country's position in the World Bank Doing Business report 2019-2022 (#223 as of May 2, 2019).
Regarding the first issue of the meeting, the reports of Safarzoda A., Director of the SUE "Single Window, Monitoring and City Planning Cadastre" of the Committee for Architecture and Construction, Alovudinov Sh. Deputy Head of the Main Department of Architecture and Urban Planning of Dushanbe regarding implementation of the "Single Window" for construction permits in Dushanbe, representatives of SUE "Obukorezi Dushanbe", OJSC "Dushanbe Electric Networks", OJSC "Dushanbe Heating Networks" and the Communication Service on provision of technical specifications under the "Single Window" system for obtaining a construction permits were presented to participants.
Regarding the second issue of the agenda, Sharipov R., Planning and Technology Manager of OSHC “Barki Tojik” and Yatimov J., Head of Development and Planning department of the OJSC "Dushanbe Electric Networks" reported on the implementation of the Single Window in Dushanbe, number of provided technical specifications through the system, the publication of SAIDI / SAIFI standards and launch of project directed to introduction of automatic control tool for power shortages.
Regarding the third issue of the agenda, Qodiri N., Head of the Department for Registration of Mortgage Liabilities of the Ministry of Justice reported on registration of mortgage liabilities in the electronic registry, conduction of trainings in cooperation with the National Bank and the Association of Micro Finance Organizations of Tajikistan and e-registration of 742 subjects of real estate as of February, 2020.
Also, during the reports of the Director of LLC "Credit Bureau of Tajikistan", Abdusamadzoda M. and representatives of engineering networks there was mentioned existence of artificial barriers for exchange of information provided by the Tax Committee, OSHC "Barki Tojik", SUE "Obukorezi Dushanbe", OJSC "Dushanbe Heating Networks" and the fact that from 2018 necessary legislative framework was not established.
During the discussion on issues of reform implementation Yazdonzoda I. - Deputy Head of the Licensing Department of the State Investment Committee remined on the need to align internal regulations of government agencies with general regulatory legislation, eliminate duplication of procedures and permits in this area, Shoimzoda J. Deputy Minister of Energy and Water Resources noted the process of development and agreement of internal regulation for OSHC "Barki Tojik", free provision of technical specifications to connect to the electricity supply network, as well as Umarov U., Director of the State Unitary Enterprise "Scientific-Research Institute of Construction and Architecture", senior economic adviser to the Secretariat of the Consultative Council, Madjonova M., Deputy Chairman of the National Bank, Mashrabzoda H. expressed the need for revision of engineering networks database and its integration with the Credit Information Bureau database.
At the end of the meeting, relevant instructions were given to the ministries and agencies on expansion of outreach activities with entrepreneurs, active participation in the survey process and quality implementation of the relevant points of the abovementioned Action Plan.
