On March 20, 2020, the State Committee on Investment and State Property Management of the Republic of Tajikistan conducted a meeting of the Interdepartmental Working Group on the Protecting Minority Investors to improve the position of the Republic of Tajikistan in international assessment reports.

The meeting was opened by the Deputy Head of the Working Group, Deputy Chairman of the State Committee on Investment and State Property Management, Khurshedai Qodir. She has reminded instructions of then Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan, the Chairman of the Consultative Council Emomali Rahmon given at the XX Session of the Consultative Council to ministries and agencies regarding simplification of business procedures, strengthening activity to improve favorable investment and business climate and timely implementation of the Action Plan of the Government of the Republic of Tajikistan for improvement of country's position in the World Bank Doing Business report 2019-2022 (#223 as of May 2, 2019).

According to the meeting agenda, the process of implementation of the Government reforms in the framework of the Action Plan on strengthening the protection of rights, interests of investors and improvement of sectoral legislation and measures to raise awareness of entrepreneurs and population were discussed.

In this regard, reports of representative of the State Committee on Investment and State Property Management, Burikhonov M. on the process of drafting amendments to laws “On Joint Stock Companies” and “On Limited Liability Companies”, National Expert on Corporate System Management, Director of “Imkon” consulting company, Samadova Z. on requirements of international standards to legislation managing activities of joint stock companies and limited liability companies and senior economic adviser to the Secretariat of the Consultative Council, Madjonova M. on the protection of rights and interests of minority investors, and needs to improve sectoral legislation in this area were presented to participants.

The discussions were attended by representatives of the Dushanbe Economic Court, the Tax Committee and the National Bank, and proposals were considered to address existing issues.

Following the discussions and exchange of views on the existing problems, the issue of active participation of ministries and agencies in the process of assessment of the World Bank Doing Business report was discussed.

In this regard, it was noted that the survey phase was initiated by the World Bank Doing Business team, and the main purpose of the survey is to evaluate the reforms result, identify existing challenges in the reforming process, as well as enhance the reputation of investment opportunities to attract more investment to the country's economy.

In conclusion, the decisions were made on considered issues and solution of existing problems in the framework of implementation of the Action Plan of the Government of the Republic of Tajikistan to improve the country's position in the "Doing Business" report for 2019-2022.
