On 2 February 2022, the Conference “E-Tech Opportunities for Business Development” was conducted at the initiative of the State Committee on Investment and State Property Management of the Republic of Tajikistan and the Secretariat of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan.

Representatives from foreign investors and entrepreneurs, domestic and foreign companies, scientists, experts, associations and development partners, relevant ministries and agencies attended the event.

During her opening remarks, Khurshedai Qodir, Deputy Chairman of the State Committee on Investment and State Property Management of the Republic of Tajikistan, noted that the Founder of Peace and National Unity - Leader of the Nation, President of Republic of Tajikistan, H.E. Emomali Rakhmon during his Address to the Parliament on 21 December 2021 stressed the issue of strengthening the digitization of the national economy and formation of its technological base to the reforms of the communications sector, as well as the gradual transition to digital economy and digital services in all sectors.

It was noted that the necessary measures aimed to develop the e-commerce sector and the reforms in other fields were being implemented, and this process is successfully continuing.

The number of private companies providing online services by applying the modern technologies has significantly increased, especially during the pandemic period, and thus, the e-commerce has gained an important and stable position.

At the same time, the private sector and development partners stated that the implementation of additional measures aimed at improving the legal framework and requirements related to e-commerce activities is crucial.

It was noted that, in accordance with the protocol instructions of the 21st Session of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan, an analysis of e-commerce development is being designed; the results of the analysis with comprehensive recommendations will be submitted to the next session of the Consultative Council. In this regard, the participants were invited to submit their recommendations on improvement of business climate in e-commerce sector.

According to the Agenda of the conference, the Economic Consultant of Secretariat of the Consultative Council on Improvement of Investment Climate under the President of Tajikistan, Director of the National Center for Legislation under the President of the Republic of Tajikistan, Chairman of the Electronic Commerce Association, Deputy Head of Legislation Improvement Department of the Tax Committee under the Government of Tajikistan, and the CEOs of a number companies doing online business delivered speeches and presentations.

The speakers noted regarding the draft Law of the Republic of Tajikistan on e-commerce, increasing the share of non-cash payments between buyers and sellers in the consumer market, providing quality services using digital technologies, the development of the websites aimed at improving the e-commerce sector, the issues regarding the importance of information intermediaries on E-commerce introduction in Tajikistan, medicines delivery via e-business introduction, building materials and household products marketplace, tax reforms and incentives for e-business development.
