In Dushanbe the second forum of the builders of Tajikistan was held on 7 August 2010 in the day of builders of Tajikistan — under the patronage of the Agency for construction and architecture under the Government of Republic of Tajikistan in collaboration with Association of builders of Tajikistan.
The forum was attended by:, Mr. A. Komilov — Director of Agency for construction and architecture under the Government of Republic of Tajikistan, Mr. M. Zoirov — Chairman of the State Committee on land reclamation, Mr. D. Murodov — Head of Legal Division of the Executive Office of the President of Republic of Tajikistan, Mr. Z. Khotamov — Head of the Secretariat of the Consultative Council, representatives of other ministries and agencies, research institutes, universities, business structures of the Republic of Tajikistan and international organizations. Mr. A. Gulomov — First Deputy Prime Minister of Republic of Tajikistan — has addressed the participants with the welcome speech, who congratulated all builders with the their professional holiday and noted the successful ongoing reforms carried out by the Government of Republic of Tajikistan that have positively affected the construction industry of the country and in its general attractiveness for the investment. Further, Mr. A. Komilov — Director of Agency for construction and architecture under the Government of Republic of Tajikistan spoke about the activities of the Agency. On the next point of the agenda the participants heard the speech of Mr. F. Rajabov – Head of the Association of Builders of Tajikistan. In his speech Mr. F. Rajabov have specially pointed to the positive achievements in the issues related to the development of the construction sector in Tajikistan, as well as identified a number of problems, the resolution of which is needed in the immediate future in order to improve the investment climate in the construction sector among which are the issues of pricing in the construction sector, bidding and inspection procedures. At the initiative of Association of Builders of Tajikistan, in collaboration with the Secretariat of the Consultative Council and the State Committee on Investment and State Property Management of the Republic of Tajikistan resolution of the mentioned problems was included in the 7th session of the Consultative Council. Mr. F Rajabov thanked the State Committee on Investment and State Property Management of the Republic of Tajikistan and the Secretariat of the Consultative Council for their support on this issue. He invited the representatives of all the interested ministries and agencies, private sector and international organizations to take part in the work of the working group to be established to prepare needed documents for consideration in the 7th session of the Consultative Council. After the speech of Mr. Rajabov a word was given to Mr. D. Murodov — Head of Legal Division of the Executive Office of the President of Republic of Tajikistan. In his speech he mentioned that our builders participation in international tenders conducted by international financial institutions in Tajikistan is still weak. He also suggested companies to take a more active part in making changes and amendments to the current legal and normative acts. Mr. Z. Khotamov — Head of the Secretariat of the Consultative Council spoke in support of the reforms in the construction sector, who mentioned that the issues related to further improvement of investment climate in the construction sector will be considered in the 7th session of the Consultative Council with the view to continue reforms in the construction sector. Therefore currently a working group is about to be formed, including representatives of the ministries and agencies, scientific-research and project institutes in the area of construction, private sector, involving international organizations, at the recommendation of the Consultative Council in order to prepare analytical documents for the consideration in the 7th session of the Consultative Council. After the speeches an open discussion of the Forum participants were held. In the conclusion of the work of the Forum a bestowal of persons for the services rendered in the area of development of construction sector with medals, certificates of honor and commemorative gifts were held.
