On 15 December 2022, the 4th Intersession meeting of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan was held under the chairmanship of the First Deputy Prime Minister of the Republic of Tajikistan, Mr. Davlatali Said. The meeting was attended by members of the Consultative Council, senior managements of the relevant ministries and agencies, the private sector community, development partners and invitees, as well as EBRD Delegation.

During his opening remarks, the First Deputy Prime Minister of the Republic of Tajikistan noted that during the independence period headed by the Founder of Peace and National Unity, Leader of the Nation, the President of the Republic of Tajikistan, H.E. Emomali Rahmon, significant results have been achieved in political, economic and socio-cultural development of the country. Institutional and economic reforms are being implemented aimed to create a favorable investment and business climate and expand the country's export opportunities.

As it was noted, the Decree of the President of the Republic of Tajikistan declared a moratorium on all types of inspections of the activities of business entities as of 16 March 2022. The Laws of the Republic of Tajikistan “On E-commerce“ and ”On Commercialization of the results of scientific and scientific-technical activities” were adopted by the Parliament. Then, the views of the President of the country regarding the establishment and effective activities of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan were noted.

The EBRD Regional Director, Ms. Ayten Rustamova had opening remarks. Regarding the meeting agenda, the reports were delivered by the Executive Secretary of the Council, Chairman of the State Committee on Investment and State Property Management of the Republic of Tajikistan, Mr. Saadi Kodirzoda, the First Deputy Minister of Industry and New Technologies of the Republic of Tajikistan, Mr. Bakhtiyor Mahmudzoda, and the Deputy Minister of Education and Science of the Republic of Tajikistan, Mr. Shukrullo Khayrzoda. The EBRD Senior Adviser on Effective Governance in Central Asia and Mongolia, Mr. Khamid Narmuratov spoke in connection with cooperation and expansion of opportunities within the framework of the activities of the Consultative Council on Improvement of Investment Climate under the President of the Republic of Tajikistan.

Also at the meeting, the senior management of the Ministry of Economic Development and Trade provided information regarding the process of designing a draft E-commerce Development Program and its Action Plan, which was recommended at the XXII Session of the Council, as well as the executive bodies of the state authorities of the regions regarding the activity of local Councils for entrepreneurship and investment development in the regions.

Representatives of the private sector community, including members of the Council – Ms. Manzura Gafforova, Head of Shafkat LLC, Ms. Naima Normatova, Executive Director of the Private Sector Development Union of Tajikistan, Mr. Daler Sharifi, Head of Asrori Sang LLC, as well as entrepreneur from GBAO Mr. Yerali Berdov, Head of Pamir Travel and Trade LLC and others spoke and presented their proposals in different sectors.

The First Deputy Prime Minister of the country spoke on business and investment climate improvement issues in industry and education sectors, the implementation of strategic priorities of the European Bank for Reconstruction and Development in Tajikistan, analysis and study of proposals from representatives of the private sector and the recommendations provided.

At the end of the meeting, relevant instructions and recommendations were given taking into account the feedback and suggestions from participants.
